Our History

 

Established in 1977, the Oregon State Tenant’s Association (OSTA - pronounced Oh-sta) was established by a few people from Salem and Eugene in order to have an organized entity as the central point of contact and representation for the rights of the residents of mobile home parks.  It was to meet the need of park residents being treated unfairly by park management and to bring these issues to light and forge the way for legislative changes to right these wrongs.  Simply put, our purpose was, and remains, to create a statewide association dedicated to enhancing the livability of our chosen life style.

OSTA toiled to understand the system and where it needed to go within the system to affect change.  Along the way we developed a loyal following of residents, politicians and others concerned for resident’s rights. 

In order to represent a new, broader range of park residents, namely, owner-occupied manufactured homes on rented land OSTA broadened its name to Manufactured Home Owners of Oregon, Inc.  Because OSTA has such a strong and positive name recognition, particularly with legislators, we have ended up tying the two acronyms together MHOO/OSTA, but most people still refer to us as just OSTA.

Several years ago OSTA and the Park Owners Association were directed, in fact warned, by a prominent Oregon Senator that unless we were willing to come to them with requests and solutions for residents that both could live with that neither side would be heard.  At this point the two factions decided to pool their efforts and work for more win-win solutions.

MHOO/OSTA has offices at 3000 Market Street NE, Suite 426, in Salem in order to be close to the Capitol as so many of our efforts are centered around legislative activities.  Our contact number is 503.554.0483.
